The Government, through the Ministry of Minerals, has officially announced a list of 20 goods and services that must be provided to mining operations exclusively by companies that are 100% Tanzanian-owned. The move strengthens Tanzanian participation across the entire mining value chain, in line with directives from Samia Suluhu Hassan.
Speaking to the media in Dodoma on January 5, 2025, the Minister for Minerals, Anthony Mavunde, said the reforms follow amendments to the 2018 Local Content Regulations, enabling formal publication of the reserved list under Regulation 13A.
📈 Local Procurement on the Rise
Procurement from Tanzanian companies has surged from TZS 1.85 trillion (62%) in 2018 to TZS 4.41 trillion (88%) of TZS 5.00 trillion in 2024, underscoring the impact of local content reforms.
👷🏽♀️ Jobs for Tanzanians
Tanzanian employment increased from 95% (2018) to 97% by December 2024, supported by legal frameworks for skills transfer and succession from foreign experts. At the North Mara Gold Mine, operated by Twiga Minerals Corporation (a subsidiary of Barrick Gold), all senior leadership roles are now held by Tanzanians.
🏭 Industrialization Drive
To deepen value addition, the Government has designated a 1,331-acre special investment zone at the former Buzwagi mine for mining-related manufacturing—six factories already operational, with 15 more investors expressing interest.

Minister Mavunde urged Tanzania’s private sector to capitalize on supply and service opportunities in mining—keeping capital within the country, accelerating growth, and creating jobs—while emphasizing strict compliance with mining laws and Local Content Regulations.
