IPU IN ARUSHA IS MORE THAN AN EVENT - IT'S VISION 2050 TAKING SHAPE

 By Prosper Makene

ARUSHA– The 153rd Inter-Parliamentary Union (IPU) Assembly coming to Arusha from October 5–9, 2026 is more than an event – it is Tanzania Vision 2050 taking shape under the leadership of President Dr. Samia Suluhu Hassan, turning the blueprint for a prosperous and globally competitive Tanzania into tangible action.

Tanzania Vision 2050 sets out the country’s goal to become a prosperous, industrialized, democratic and globally competitive nation by the year 2050. The vision prioritizes inclusive economic growth, good governance, human capital development, infrastructure, industrialization, and Tanzania’s active role in regional and global affairs.

Hosting the 153rd Inter-Parliamentary Union, IPU Assembly and Related Meetings in Arusha from October 5–9, 2026 is one of the concrete steps toward achieving those goals.

The global parliamentary meeting will be held at the Arusha International Conference Centre and will bring together lawmakers and parliamentary leaders from more than 170 countries and over 2,000 delegates including Speakers, Members of Parliament, parliamentary staff, observers and media. It will be the largest parliamentary gathering ever hosted in East Africa, and it is designed to deliver direct benefits that align with Tanzania's Vision 2050.

President Dr. Samia Suluhu Hassan will host the assembly on behalf of the government of Tanzania. Her leadership has positioned Tanzania as a peaceful, stable and predictable country that welcomes international dialogue. Since taking office, President Samia has prioritized economic diplomacy, investment attraction, and re-engagement with multilateral institutions, all of which are core to Vision 2050.

The President has emphasized that hosting global meetings is part of Tanzania’s foreign policy of building bridges and strengthening cooperation. "Tanzania is open for business, open for dialogue, and open for partnership," the President said during a recent cabinet meeting on preparations for the IPU.

Under President Dr. Samia Suluhu Hassan, Tanzania has been working to increase its visibility on the world stage. The 153rd IPU Assembly in Arusha is one of the biggest diplomatic events the country is set to host in 2026. It reflects the President’s commitment to open democracy, inclusive governance, and multilateral engagement — all pillars in Vision 2050.

President Samia has also been a strong voice on issues that will be on the IPU agenda, including women’s leadership, youth participation, climate change, digital transformation, food security, and sustainable development. As the first female President of Tanzania, her presence as host will give weight to discussions on gender equality and inclusion. She is expected to deliver the opening address on October 5, 2026 and hold bilateral meetings with several Speakers and parliamentary delegations throughout the 5-day meeting.

Arusha was chosen for strategic reasons that support Vision 2050. The city is already known as Tanzania’s diplomatic capital. It hosts the East African Community headquarters, the African Court on Human and Peoples’ Rights, and several UN offices. The Arusha International Conference Centre, hotels, airport, and security systems have been upgraded to meet international standards. Using existing infrastructure reduces costs and demonstrates efficient use of public resources, another Vision 2050 principle.

One of the key benefits of the assembly under Vision 2050 is a major boost to tourism and local business. Vision 2050 calls for a competitive and diversified economy where services, including MICE tourism — Meetings, Incentives, Conferences and Exhibitions — contribute significantly to GDP.

Known as the safari capital of Tanzania, Arusha will host delegates from October 5–9, 2026 who will experience the city’s hospitality, wildlife, culture and conference facilities. The economic impact is expected to be wide. Hotels are projecting 90% occupancy during the assembly week. Airlines are adding flights. Tour operators, taxi drivers, restaurants, craft markets, and small and medium enterprises will see increased demand.

The government estimates direct spending by delegates and organizers will run into millions of dollars. The jobs created, both temporary and permanent, will contribute to Vision 2050’s target of reducing poverty through private sector expansion. Beyond immediate spending, the assembly will market Tanzania as a destination for high-value MICE tourism. Once delegates experience Arusha’s safety, organization and beauty, many are expected to return with families or recommend Tanzania for future events.

Hosting the IPU Assembly also strengthens Tanzania’s global image as a peaceful, democratic and stable nation. Vision 2050 places strong emphasis on good governance, rule of law, respect for human rights, and Tanzania’s role in regional and global affairs.

Tanzania has a long history of mediation and peacekeeping in the region. From hosting refugees to supporting peace talks in neighboring countries, the country has built a reputation for neutrality and dialogue. Bringing 170 parliaments to Arusha reinforces that brand. It tells investors and development partners that Tanzania is ready to lead on democratic values and international cooperation, key pillars of Vision 2050.

The assembly will also provide an important platform for exchange of democratic experience and innovation in governance. Vision 2050 calls for modern, accountable and people-centered institutions. Parliaments are central to that vision because they make laws, approve budgets, and oversee the executive.

Tanzanian Members of Parliament will have the chance to learn from other countries on best practices in law-making, committee work, public participation, youth participation in politics, gender equality, digital transformation and climate action during the 5 days of meetings, workshops and committee sessions at the Arusha International Conference Centre.

The knowledge and best practices shared will help Parliament to enact better laws and policies that drive the goals of Vision 2050, including human capital development, health, education, and sustainable development. The Speaker of the National Assembly has said committees will follow up on resolutions passed at the IPU to domesticate them in Tanzania’s context.

In addition, the IPU Assembly will strengthen Tanzania’s international cooperation and partnerships for development. Vision 2050 recognizes that Tanzania cannot achieve its goals alone and must work with the global community. The meeting from October 5-9, 2026 will open new doors for collaboration between the Parliament of Tanzania and other parliaments through twinning programs, exchange visits, and technical assistance.

It will also give Tanzania a platform to advocate for its interests on peace, sustainable development, trade, climate finance, and human rights. Bilateral meetings on the sidelines of the IPU are expected to yield new memoranda of understanding. Through networking in Arusha, Tanzanian leaders can attract new investment and technical partnerships needed to implement Vision 2050 projects in energy, transport, agriculture and manufacturing.

The timing is important, 2025 to 2050 is the implementation phase of Vision 2050. The government is currently finalizing sector strategies and seeking financing.

A successful IPU Assembly will signal to donors, investors and development banks that Tanzania has the capacity to host complex international events and to implement large programs with transparency.

Speaking on the connection, the Permanent Secretary for Tanzania's Ministry of Foreign Affairs and East African Cooperation, Ambassador Dr. Samwel William Shelukindo, said: "Hosting the 153rd IPU Assembly in Arusha from October 5–9, 2026 under the leadership of President Dr. Samia Suluhu Hassan is more than an event. It is a step toward realizing Tanzania Vision 2050. It will showcase our democracy, grow our economy, and connect Tanzania to the world in ways that will benefit our people for generations to come."

The Ministry, together with the Parliament of Tanzania and the IPU Secretariat in Geneva, has set up a national organizing committee. Sub-committees on protocol, security, media, health, transport and hospitality have been meeting weekly. President Samia has received regular briefings and directed that the event must reflect Tanzanian values of 'umoja na mshikamano' — unity and solidarity.

This will be the first IPU Assembly to be held in East Africa in more than 10 years. For Tanzania, the October 2026 meeting is a moment to demonstrate leadership in the Global South and to show progress toward Vision 2050 targets.

The agenda of the October assembly includes debates on the role of parliaments in accelerating the Sustainable Development Goals, protecting civic space, countering misinformation, and ensuring parliaments are fit for the future. Tanzania intends to contribute actively, drawing on its experience under President Samia in expanding social services, protecting vulnerable groups, and promoting digital government.

President Dr. Samia Suluhu Hassan has also directed that the legacy of the IPU should be tangible and linked to Vision 2050. Plans include renovating schools, supporting women’s groups, and leaving behind equipment for parliamentary broadcasting. The idea is that the benefits should not end when delegates leave.

Political scientists say the October 2026 assembly comes at the right time to support Tanzania’s development goals and to consolidate democratic gains under Vision 2050.

Dr. George John, a political scientist noted that "President Samia’s decision to host the 153rd IPU in Arusha sends a clear message that Tanzania values democratic institutions and wants to be seen as a center for political dialogue in Africa. It aligns perfectly with Vision 2050’s pillar of good governance. When you host the world’s parliaments, you are essentially saying we believe in debate, oversight, and representation."

Dr Migani William, a governance expert, added that "the assembly gives Tanzania an opportunity to showcase its democratic progress under President Samia. When world parliaments meet here, they will see first-hand how Tanzania is managing inclusivity, gender equality and peace. That builds credibility for Vision 2050. Credibility is currency in international relations. It helps us get better deals on trade and aid."

Dr. Amina Issa, another political analyst, said the event will strengthen Tanzania’s soft power. "Hosting the IPU under President Samia boosts Tanzania’s image as a mediator and a stable democracy. This is important for attracting investment and partnerships that Vision 2050 depends on. Soft power also means narrative power. Tanzania will get to tell its own story, not have others tell it for us."

Ambassador Dr. Hoyce Temu, Deputy Permanent Representative of the United Republic of Tanzania to the United Nations Office and other International Organizations as well as Head of IPU Desk in Geneva, said Tanzania’s hosting of the 153rd IPU reflects the country’s growing diplomatic stature under President Dr. Samia Suluhu Hassan.

"From Geneva we have seen how the international community is responding positively to Tanzania’s leadership. The decision to bring the 153rd IPU to Arusha from October 5–9, 2026 is a vote of confidence in President Samia and in our Vision 2050," Ambassador Temu said.

According to Ambassador Temu, the IPU Assembly will help Tanzania to strengthen parliamentary diplomacy. "Parliaments are key to implementing the SDGs and Vision 2050. When Speakers and MPs meet in Arusha in October 2026, they will exchange laws and policies that can accelerate our development goals," she noted.

Ambassador Temu added that the meeting will also enhance Tanzania’s image in multilateral forums. "We in Geneva are already receiving inquiries from member states who want to visit Tanzania. This assembly will open new doors for cooperation in trade, climate and human rights. It aligns with Vision 2050’s goal of deeper global engagement," she concluded.

Local Tanzanians in Arusha say they are proud and ready to welcome the world for the October 5–9, 2026 meeting and to benefit from the opportunities that Vision 2050 promises.

Mary Joseph, a hotel owner in Arusha, said "We expect full bookings from October 5th to 9th. This is good for business. Delegates will eat in our restaurants, use taxis and buy local crafts. It will help many families here and support Vision 2050’s goal of inclusive growth. We have trained our staff in hospitality and we are ready."

Juma Omary, a tour guide for 15 years, added "Arusha is already famous for safaris to Serengeti and Kilimanjaro. Now the world will also see us as a place for big meetings in October 2026. This will bring more tourists even after the IPU and create more jobs for our youth. We are telling our members to be good ambassadors for Vision 2050."

Asha Seif, a youth leader in Arusha, noted "We are excited because young people will get chances to volunteer during the October assembly. Vision 2050 talks about youth and innovation. This is one way to involve us in building the nation. Some of us will interpret, some will do media, some will support logistics. It is practical experience."

Nicholaous Mushi, a boda boda rider, said "We have been told about traffic plans and we are cooperating. We know visitors will need transport. This is money in our pockets. President Samia is bringing the world to us and that is Vision 2050 in action."

The government has also engaged community groups to ensure the benefits spread. Markets will have special sections for delegates to buy Tanzanian products. Cultural groups will perform. Farmers’ cooperatives will supply food to hotels. The message from the President is clear: this is not just a government event, it is a national event tied to Vision 2050.

As preparations enter the final months toward October 2026, expectations are high. Security agencies have assured delegates of safety. Health teams are on standby. The media center at AICC will host over 200 journalists.

For President Dr. Samia Suluhu Hassan, hosting the 153rd IPU is part of a bigger picture. It is about positioning Tanzania as a middle-income country by 2050 that is prosperous, industrialized, democratic, and respected globally. It is about showing that Tanzania can lead conversations, not just attend them.

The Parliament of Tanzania, under the guidance of President Dr. Samia Suluhu Hassan, is working closely with the IPU Secretariat in Geneva to finalize preparations for the 153rd IPU Assembly, October 5–9, 2026 at the Arusha International Conference Centre. All eyes will be on Tanzania as it demonstrates how hosting global dialogue can advance Vision 2050.
